Cochran council approves drainage contract, home-repair program and other routine items; CDBG decision postponed

At its Dec. 9 meeting the Cochran City Council approved several infrastructure and routine items. The council authorized a $252,330.96 contract for the Peacock Street drainage project funded by T‑SPLOST. It also approved a roofs/windows/doors program to repair 14 owner-occupied homes using ARPA funds; Brown Construction was awarded work on 11 homes and JW Price on three homes, with homeowners required to remain in their homes for three years or repay the improvements.
Other approvals included a council retreat scheduled for Feb. 11–13, 2026 at Little Ocmulgee (estimated cost $5,000), an NAACP request to use North 2nd Street for a Martin Luther King Jr. Day parade on Jan. 19, 2026, and a 2026 holiday calendar listing 12 observed holidays for city employees. Council considered, but did not decide on, the 2026 CDBG application (up to $1,000,000) and postponed that decision to a January work session to allow further review (deadline in April 2026).
The meeting record shows a public comment concern about unusually high water bills after a meter change; city staff committed to review and meet residents the following morning. The council also voted to enter executive session for potential litigation and recessed the public meeting before adjourning at 8:34 p.m.
