The Cochran City Council unanimously appointed Pam Tolbert and Eric Bisher to the Planning and Zoning Commission on April 28, 2025.
City Manager Richard Newbern told the council there were two vacancies and three applicants — Pam Tolbert, Eric Bisher and David Helms. Council Member Shane Savant moved to appoint Pam Tolbert; Council Member Gary Ates seconded and the motion passed unanimously. Ates then moved to appoint Eric Bisher; Savant seconded and that motion also passed unanimously.
Council members discussed a potential conflict involving Tolbert (a relative of a current board member). City Attorney Jim Elliott advised the relationship was not disqualifying if Tolbert recused herself from any matters directly involving that relative. The council accepted that guidance and proceeded with the appointment.
The council did not appoint David Helms at this meeting. Newly appointed commissioners will serve per the commission’s standard term structure; specific term lengths and start dates were not specified in the minutes.
