Staff told commissioners that the original bond—required at the time of the Safe Haven approval—was for five years and that the project has entered its fourth year. Amanda, planning staff, said the outstanding bond amount is $344,293.90 and that revised site plans are on file showing intent to proceed with additional construction.
"They've asked that you guys extend the bond out to five years, I believe, total," Pat Sawers said, referring to the new owners' request to restart the five‑year period so construction can continue in phases.
Commissioners expressed concern about restarting a five‑year clock and the precedent that could set. One commissioner said a full five‑year restart felt too long; another said two years might balance the city's interests and the new owners' need for time to proceed.
On a motion to grant a two‑year extension (expiring Aug. 28, 2028) for the bond/letter of credit in the amount of $344,293.90, the commission moved to a roll‑call vote. The roll call recorded affirmative votes from the commissioners present and the motion passed. The commission noted an abstention had been declared earlier in the discussion (name not specified in the hearing record).
The extension restarts the practical timeframe for the developer to complete paving and other remaining improvements while keeping the city’s financial assurance in place.
