On capital funding for Arenas Valley, staff said the package includes loan proceeds and CIF (Colonia Infrastructure Fund) revenue entries for Arenas Valley Phase 3 and a $660,000 local match connected to the LITC fund; those entries were presented as part of the BAR and approved as part of the consent on the motion. Finance staff explained a $594,000 loan‑proceeds increase and a CIF revenue increase (presented as approximately $5,000,346) for CIF 6716, Arenas Valley Phase 3, with transfers and corresponding expense budgets to allow project spending.
Commissioner questions focused on how reimbursements to rural volunteer fire departments are recorded. A commissioner asked why the Trout Fire reimbursements appear as both revenue and expense; finance staff said the county must budget the revenue and also create a corresponding expense line so departments can access and spend the funds, and to avoid budgetary compliance issues noted in the audit.
The commission also approved an amendment providing additional funding for enhanced 9‑1‑1 equipment to prepare Grant County Regional Dispatch for an enhanced 9‑1‑1 rollout. Staff said the director applied for and received the money to purchase necessary equipment.
