Board notes withdrawn appeals, permits Thoreau Club septic system and previews leadership change

Chairman Jim Whalen opened the March 18 meeting of the Concord Board of Health and the Board moved to approve the minutes from the February 25 meeting in a roll call recorded in the packet.
Director Melanie Dineen told the Board that the resident for 18 Nathan Pratt Drive Unit 106 has withdrawn an appeal of an amended order and intends to meet with Prescott Management; the Board may review evidence at a future meeting if the resident reopens the appeal. On a separate matter, Dineen said the case involving 34 Everett Gardens Unit 12A and 115 Stow Street Unit 208 remains before the court and that Mike Funaiole is scheduled to appear March 19 as a witness for the Housing Authority. She reported re‑inspections were completed, and that one resident had withdrawn an appeal so there were no active appeals recorded at the meeting.
Dineen reported that the Board has permitted an on‑site wastewater (septic) system rated at 9,990 gallons per day at the Thoreau Club on Forest Ridge Road. She also briefed the Board that Michael Funaiole, the local inspector who has been involved in inspections, has accepted a new assistant director position in Sudbury. To help manage inspection workload, Dineen said the Board will outsource camp inspections and additional food inspections to Maureen Lee of MOJIN.
On enforcement, Dineen said the situation at 141 Caterina Heights remains unresolved and that residents will receive an order letter effective April 1. "Since the Board set a deadline of April 1 for construction to begin, if no progress is made by that date, fines will resume," she said.
Dineen also noted an administrative timeline: a new Board chair will be appointed by May 2026 to accommodate the post–Town Meeting period. There was no public comment and the meeting adjourned at approximately 7:37 PM.
