Chaplin PZC removes Grange Hall from MAROD, schedules accessory-apartment amendment process

The Chaplin Planning and Zoning Commission voted unanimously on June 9 to remove the Grange Hall property at 350 Phoenixville Road from the Municipal Adaptive Reuse Overlay District (MAROD), citing the regulation’s provision that properties sold to private parties revert to the underlying zoning.
Commissioner Eric Beer moved to remove the Grange Hall property from MAROD as indicated in Sec. 5.11 of the Zoning Regulations; Alan Burdick seconded the motion and all members voted in favor. The Grange Hall had been included in MAROD when the overlay was adopted; the minutes note the town sold the property in 2014 and that Sec. 5.11.C directs reversion to the underlying district when a property is sold to a private owner.
Separately, the commission confirmed the Accessory Apartments section (sec. 5.2.A.10.(a-g)) has been revised and the commission approved initiating the statutory amendment process. Chairman Doug Dubitsky asked PZC staff to review the required steps to amend the regulations and to provide a schedule to hold the mandatory public hearing at the commission’s July meeting.
No dollar figures, implementation dates, or specific text of the accessory-apartment revisions were recorded in the minutes; staff is responsible for outlining the timing and procedural steps necessary to publish notice and hold the public hearing.
