Ashville City Council unanimously approves sponsorships, ALDOT agreements, festival funding and MOU after executive session

Mayor Derrick Mostella called the City of Ashville Council to order at 6:08 p.m. on Sept. 15, 2025. In a meeting dominated by routine approvals, the council unanimously passed a set of measures including a radio sponsorship, transportation paperwork, event funding and a memorandum of understanding following a brief executive session.
The council approved a $10,000 FY25 contract and sponsorship with the radio station The River 94.1. Councilmember Shirley Smith moved to approve the contract; Councilmember Edward Roscoe Lane seconded, and the council voted unanimously to approve the sponsorship.
Councilmembers also approved extension letters for two Alabama Department of Transportation (ALDOT) projects tied to ATRP2 and TAP, and adopted Resolution 2025-035 described as ALDOT Project ATRP2-58-2023-088 Supplemental Agreement No. 2. Councilmember Edward Roscoe Lane moved to approve the extension letters; Councilmember Denise Williams seconded. Councilmember Denise Williams moved to approve Resolution 2025-035; Councilmember Lane seconded. Both motions passed unanimously.
The council authorized up to $6,500 for Fall Festival expenses scheduled for Sept. 20, 2025. Councilmember Shirley Smith moved the funding authorization; Councilmember Robin Bowlin seconded and the motion passed unanimously.
The Mayor added a late agenda item: a request for a streetlight at 82 Bowlin Drive. Although the fixture is paid for by a private individual, the council agreed the city will assume the ongoing cost. Councilmember Denise Williams moved approval; Councilmember Shirley Smith seconded. The motion was approved unanimously.
Before entering executive session, City Attorney Kirk Walker briefed the council and public on the legal requirements for an executive session to discuss pending or imminent litigation, including the need to announce purpose and approximate duration and to record a roll-call vote. The council voted to enter executive session, convened at about 6:30 p.m., and returned to public session at about 6:46 p.m.
After the executive session, the council unanimously approved a memorandum of understanding with Hikae Aluminum. Councilmember Denise Williams moved to approve the MOU; Councilmember Shirley Smith seconded and the motion passed unanimously.
The meeting closed with routine business: a motion to pay the city's bills and the formal adjournment. Announcements included the municipal runoff election on Sept. 23 (polls open 7 a.m.–7 p.m.), the AHS homecoming parade on Sept. 25 at 6 p.m., a canvass meeting for the runoff on Sept. 30 at 7 a.m., the next council meeting Oct. 6 (work session at 5:30 p.m.), and City Hall closure Oct. 13 for Columbus Day.
