Chaplin PZC finds lobby zoning map inaccurate, opens probe of separate Route 6 business zone

The Chaplin Planning and Zoning Commission removed an unsigned zoning map from public display after a review showed it did not match the official, signed map held in the Town Clerk’s vault, Chairman Doug Dubitsky said at the commission’s June 9 meeting.
Dubitsky told members an enlarged, exact replica of the official map has replaced the incorrect version in the Town Hall lobby; because the replica is enlarged and not to scale, the words “Not to Scale” were written on it to prevent confusion. The commission emphasized that maps displayed for public use must accurately reflect the official, signed zoning map.
The session also turned to a separate Business Zoning District located at the north end of Route 6, adjacent to the Chaplin–Hampton town line. Dubitsky said the district is not contiguous with the primary Business District on the southern portion of Route 6 and is not included in the Corridor Overlay zone that covers the primary district.
Dubitsky said he recollected the north-end Business District had been intended for removal. PZC staff searched historical minutes but “was not able to locate any discussion or evidence verifying a vote by the PZC to remove this zone” and also “was unable to locate any evidence of the establishment of this zone.” Zoning Enforcement Officer Jay Gigliotti advised that ten years of PZC minutes had been out for scanning but are now back in the vault; staff will continue the records review.
The commission agreed there was no need for emergency action and placed the matter on the July agenda so members can consider whether to keep or remove the north-end Business District pending staff research. No formal vote on the zone’s status occurred at the meeting.

Next steps: PZC staff will continue to search archived minutes and records to determine how and when the north-end Business District was established and whether any formal vote to remove it exists; the item is scheduled for further discussion at the July meeting.
