Planning staff member Dan told the board the application had been continued from a prior meeting and that the packet contained plan revisions dated June 15, 2026; additional plan updates to satisfy Department of Public Works (DPW) comments arrived over the weekend and were accepted, he said. "The latest revisions we had that are in your packet are dated 6/15/26," Dan said, and staff noted they had received a letter from DPW engineering that day indicating DPW concerns were addressed.
Raymond Young of Southcoast, representing the applicant, told the board the team had revised plans to respond to DPW and planning comments. "Paul Duarte from DPW signed off," Young said, adding that he believed the application was "100% complete" with DPW. Phil Henry of Civil Design Group described landscaping changes including removal of one tree the board had requested and adjustments to avoid interference with a newly added subsurface detention system.
A board member asked whether fuel-tank trucks would be able to access the site; Dan said the access aisles allow delivery trucks room to distribute fuel into onsite tanks. After brief comments praising the building design, a board member moved to grant administrative approval authority to the planning director to accept the late landscaping revisions; the motion was seconded and carried unanimously (Helio: yes; Margaret: yes; Kevin Estes: yes; Lori-Ann: yes).
The board did not specify construction or permit timelines in the record. Staff will process the administrative approval and notify the applicant of any remaining ministerial requirements.
