Sylvan Lake council adopts fund balance assignments, Comcast franchise renewal and increases retiree Medicare stipend

The Sylvan Lake City Council on July 22 approved three administrative resolutions intended to guide accounting, telecommunications services and retiree benefits.
City Manager Martin told the council the fund balance assignment resolution is an annual bookkeeping action that earmarks funds for future projects or departments but does not authorize spending. "This is not a budget, nor is it an approval to expend these funds," Martin said. On a motion by Councilmember Buchanan, seconded by Councilmember Zubrzycki, the resolution establishing fund balance assignments for fiscal year 6/30/25 was adopted (Yes: Clarke, Segal, Zubrzycki, Buchanan).
Council members also adopted a renewal of the Uniform Video Service Local Franchise Agreement with Comcast. Martin explained the city has 30 days to approve or deny the franchise renewal application and staff found no grounds to deny it. The resolution sets the franchise fee at 5% and a PEG (public, education and government) fee at 2%. The motion, moved by Buchanan and seconded by Zubrzycki, passed unanimously.
On a personnel-related item, the council approved an addendum to the City Manager’s and Clerk/Treasurer’s employment agreements to increase a monthly stipend for retirees who purchase supplemental Medicare insurance to $400. The stipend will receive an annual increase of 3% or the current rate of inflation as calculated under the Headlee adjustment for taxes, whichever is less, with final language to be approved by legal counsel. Councilmember Clarke moved the addendum, Buchanan seconded, and the motion carried (Yes: Zubrzycki, Buchanan, Clarke, Segal).
All three motions passed without recorded opposition. The actions formalize internal accounting assignments for audit reporting, renew a local cable franchise under standard terms, and adjust a retiree benefit for two executive positions. The council adjourned at 7:00 p.m.
