Sunman council approves training, insurance ratification, vehicle disposal and regional appointment

The marshal (Brian) reported that Morgan completed the Emergency Responder Clinician certification and recommended council approval of $180 for Morgan to be certified as a Narcan trainer. "Emergency responder clinician was what the training that I went to," Morgan said when describing the credential; the council moved and seconded a motion to approve the $180 certification expense.
Clerk/treasurer (Cheryl) reported that the town's 2026 insurance premium arrived $351 higher than budgeted because of terrorism coverage; she paid the balance to avoid a lapse and asked the council to ratify the payment. The council moved and seconded the ratification.
On a separate matter, the council discussed disposal options for a totaled vehicle (scrap, sealed bid or salvage/rebuilt title). After discussion of likely low return versus administrative cost, the council motioned and seconded to scrap the vehicle. The transcript records council direction to obtain salvage or scrapyard pricing and noted the town may take the vehicle to a local scrap yard.
The council also agreed to deposit insurance proceeds from a recent claim (figure stated in meeting) into the rainy day fund and to pay for required vehicle decals from that fund; members moved and seconded the accounting action to return funds to rainy day and cover decal costs.
For regional representation, the council appointed Carol as the town's representative to the Southeast Indiana Regional Planning Commission (SIRPC); the representative attends quarterly and monthly meetings depending on committee assignments. The council also approved the town's minimum annual membership fees for its regular associations and chambers of commerce.
