Darien City Council approves two property sales and Rockin’ for Rebecca permit, holds executive session

Darien — Mayor Hugh “Bubba” Hodge called a special called meeting of the Darien City Council to order at 10:35 a.m. on Sept. 26, 2025, and the council unanimously approved three agenda items: the sale of two city-owned houses at 612 and 616 Kelsie Circle and a special-event permit for Rockin’ for Rebecca.
The meeting record lists Mayor Hugh “Bubba” Hodge, Mayor Pro-tem Griffin Lotson, Councilmember William Collins and Councilmember Russ Quarterman as present; Councilmember Jeff Ragsdale was absent. City Clerk Priscilla Taylor, City Manager Holden Osburn and City Attorney Sam Oliver were listed as staff present.
Mayor Pro-tem Griffin Lotson moved to approve the meeting agenda at the start of the session; Councilmember William Collins seconded and the motion passed unanimously. The council then voted on the three substantive items on the published agenda.
The council approved the sale of 612 Kelsie Circle. The motion was made by Mayor Pro-tem Griffin Lotson, seconded by Councilmember William Collins, and recorded as unanimous. The council then approved the sale of 616 Kelsie Circle; Councilmember William Collins moved, Councilmember Russ Quarterman seconded, and the vote was unanimous.
The chamber also approved a special-event permit application for Rockin’ for Rebecca. Mayor Pro-tem Griffin Lotson moved the permit motion, Councilmember William Collins seconded, and the permit was approved by unanimous vote.
At 10:42 a.m. the council recessed into an executive session to discuss personnel and real estate matters; the motion to enter executive session was made by Mayor Pro-tem Lotson and seconded by Councilmember Collins. The council returned from executive session and reconvened the special called meeting at 11:03 a.m. and adjourned; the minutes are signed by City Clerk Priscilla Taylor.
