Council introduces two ordinance changes in first reading: parking near Adams Elementary and financial liability code adoption

Carroll City staff presented two proposed ordinance amendments during the council meeting and the council moved to introduce both for first reading.
Brad (staff) described the first proposal as two related edits to Chapter 69: removing parking on a short segment of Sixth Street (near the old Casey’s site) because signs needed replacement and the short stretch is primarily used for staging, and reclassifying the south side of 10th Street along Adams Elementary from a no‑parking zone to a loading/unloading zone to codify an existing parent pickup location. Brad said the change for 10th Street reflects what has been occurring since August and is intended as a safety improvement for parent pickup.
The second ordinance (Chapter 62) would adopt financial liability vehicle insurance provisions referenced in state statute language (transcript reference to "chapter 32120B") into city code so local officers may cite the city ordinance consistently and avoid confusion in enforcement and court processing. Brad said officers encounter cases where insurance enforcement under state code causes procedural confusion for city courts and officers.
Because two council members were absent, both items were introduced as first readings only. The council approved the motions to introduce the ordinances on roll call; final adoption will require subsequent readings and any required notice.
