The Denison City Council discussed a temporary memorandum of understanding with the YMCA to support staffing and management transition at the new wellness and aquatic center. City staff said council had previously approved a 28E arrangement in principle and that, with market‑tax‑credit conversations delayed, the YMCA asked to re‑start transition work.
Staff described the YMCA’s proposal: a temporary director would be brought on to train local staff and set up operations, split between work in Denison and training work at the Atlantic YMCA. “What the YMCA was requesting was a temporary memo of understanding on how that agreement or that relationship would work until we get the 28E management agreement in place,” the city manager said.
The city manager detailed the proposed fees: “The YMCA would pay a total fee, it looks like, of $5,553.75 to the Mission Valley YMCA. That would be for a partial month installment of $1,110.75 for the month of June, and then $2,221.50 for the month of July and August.” Council members discussed management language and reimbursement mechanics; one council member recommended removing potentially confusing sentences under the management section so future readers clearly understand the city’s wage‑reimbursement obligations.
Council members generally supported the concept and suggested the arrangement run through August to allow the local YMCA board to assess the director’s performance before any longer‑term management agreement. Staff indicated payroll and wage reimbursement language would be clarified with legal counsel and the YMCA before the parties finalize the arrangement.
