Pella City Council approves multiple airport and planning measures; several items deferred

The Pella City Council approved a string of routine and project-related measures at its Feb. 17 meeting, while deferring consideration of a proposed amendment to the Ley Urban Renewal Plan until March 3.
Council passed Resolution 7002 authorizing a first amendment to the city's ground lease with Wiler Transportation Company, which adjusts the leased footprint at the municipal airport and raises the annual rent to roughly $4,935 based on a $0.30-per-square-foot rate. The body then approved Resolution 7003 to create a separate ground lease for Classic Aviation, Inc., reflecting the sale of southern hangars and using the same rent formula.
On development and subdivision matters the council approved Resolution 7007, accepting the final plat for Fountain Hills Plat 4 (about 28 acres and 47 buildable residential lots) and related access easements (Resolution 7008). It also accepted public improvements for that plat (Resolution 7009) and approved final quantities and acceptance for the airport access road project (Resolution 7010), which closed with a final contract amount of $386,219 after change orders.
Procedural and administrative approvals included a mutual termination with Beanstra & Kim to transition construction observation services to Greenwood Consulting and an accompanying consulting agreement with Greenwood (Resolutions 7004 and 7005). The council also approved Resolution 7006 to order construction and set an April 7 public hearing for control upgrades at the West Generating Plant.
The council adopted Ordinance 1085, amending Chapter 165 of the city code to add a "practical difficulties" variance standard for the board of adjustment. Staff said the change mirrors recent state law adjustments and lowers the standard from "undue hardship" to a more flexible practical-difficulties test that also requires preservation of neighborhood character.
Councilors deferred final action on Resolution 7001 and Ordinance 1084 (an Amendment No. 2 to the Ley Urban Renewal Plan) until March 3 after staff reported one of four property owners in the affected area had not yet returned a required consent form.
