Pella council approves routine appointments and several infrastructure resolutions

The Pella City Council approved multiple personnel appointments and contract resolutions during its Jan. 6 meeting, voting unanimously on a series of nominations and engineering agreements.
The council reappointed Mandy Smith to a two-year term as city clerk and reappointed Randy Bogard as fire chief for two years. Council also approved reappointments to the Community Services Board for Michael Lions (three-year term) and Kayla Stellic (three-year term). The council appointed Dave Hopkins as mayor pro tem for a two-year term.
On resolutions, the council approved Resolution 6980 appointing Christine Stone and her law firm as city attorney through the end of 2027. The council also approved Resolution 6981, a professional services agreement with Garden and Associates for engineering services on a roughly 6,000-foot water main extension at Pella Municipal Airport, with a not-to-exceed engineering fee of about $80,000 to support fire-flow protection for a new hangar.
Council set Jan. 20 as the public hearing date under Resolution 6982 to consider a not-to-exceed $245,000 water revenue capital loan note through the Iowa Finance Authority; staff said the loan would carry 0% interest during planning and later roll into a State Revolving Fund loan for construction, with typical 20-year terms near 3.19% based on current rates.
The council also approved Resolution 6983, which approves assignment and assumption of airport ground leases among airport tenants; staff said both parties are in good standing and that future lease amendments may follow because hangars are being exchanged.
All motions were moved and supported from the dais and passed on roll call. Mandy Smith called the roll for each vote; council members recorded affirmative votes on the listed items and the clerk recorded one abstention during the consent agenda on an item noted by one member earlier in the meeting.
Why it matters: The approvals keep the city's key personnel and basic contracting activities on schedule and authorize engineering work and next steps on water infrastructure and airport property that staff said are time-sensitive for upcoming construction or development work.
