Council approves CDBG sewer-lining contract and regional planning contributions

Council also approved Resolution 12 (2026) to release a mortgage recorded in 2010 on 180 N. Ward Street after the property owners satisfied the housing improvement grant terms.
On a larger capital item, Council approved Resolution 17 (2026) to accept a CDBG contract and match that will fund a sewer-lining project estimated at about $1,123,300, with the CDBG paying roughly $491,000 (44% of the estimated cost) and the city funding the remainder. The engineering director said the lining would cover approximately 13,000 ft of sanitary sewer in multiple neighborhoods; work is intended to benefit low-to-moderate-income areas that account for about 54% of residents in the project footprint. Staff clarified that $40,000 of the grant would pay administration and RPA/Area-15 fees, and initial cost savings would lower the city match requirement first.
Council also passed Resolution 16 (2026) updating the authorized signature on a CDBG contract to reflect the current mayor, and the votes on all measures were recorded by roll call.
