Cook council continues review of Gallagher wage-structure options; clerk to compile employee pay data

Cook — At a special meeting Feb. 4, 2026, the Cook City Council reviewed several options for an employee wage structure provided by consultant Gallagher and asked Deputy Clerk/Treasurer Dawn Kehoe to compile current job titles, years in position and pay data for all city employees to aid the council’s decision.
Mayor Daniel Manick called the meeting to order at 3:34 p.m. at the Cook Fire/Ambulance Hall. Present at the roll call were Councilors Jody Bixby, Ron Bushbaum, Liza Root and Jess Scofield; Deputy Clerk/Treasurer Dawn Kehoe was also present.
Councilors discussed the wage-structure options supplied by Gallagher but did not select a preferred model at the meeting. As an administrative follow-up, the council directed Deputy Clerk/Treasurer Dawn Kehoe to provide a listing of current positions, the number of years incumbents have held those positions and current wages for all City of Cook employees; the council said that information will help it choose the best structure.
Councilors were instructed to continue reviewing the materials from Gallagher. The council will schedule another special meeting to consider the compiled employee data and take formal action on a wage-structure plan.
A motion to adjourn was made by Councilor Ron Bushbaum and seconded by Councilor Jess Scofield; the motion carried and the meeting adjourned at 4:40 p.m.
