District clears federal grant review; DESE notes one English‑learner exit issue

Assistant Superintendent Friend told the school committee that Nashoba’s federal grant program monitoring (ESSA titles) met all 28 compliance criteria and that the district had been designated an exemplar district for federal grant administration. "The review assessed 28 compliance criteria and NHOA met all 28 criteria with no findings and no followup required," the assistant superintendent said.
On the English‑learner targeted monitoring review, the department found full implementation for 11 of 12 criteria but cited partial implementation for the program exit/readiness criterion (ELE6). Assistant Superintendent Friend said DESE determined that two students were reclassified before fully meeting exit criteria; district teams had used other measures (access/MCAS analogs, STAR, classroom performance) and believed students no longer needed direct language services. The assistant superintendent said the district developed a continuous improvement and monitoring plan that DESE approved and expects completion of remedial steps by December 2026.
Committee members asked about timing and whether the district had begun implementing changes. Administrators said the work is already under way because student placements for next year are set and increased monitoring is occurring for the students who were exited early.
