Cochran council to annex 36 county 'islands' in July and August

City staff told the council that the city has identified 36 county 'islands' predominantly residential and existing since before 1992 that are eligible for unilateral annexation. The attorney advised the council that the properties could be annexed all at once or over time; if annexed they would officially become part of the city on the first of the following month but would not be taxed until Jan. 1, 2026.
Council Member Shane Savant expressed concern about the Planning Commission's capacity to handle multiple zoning recommendations and suggested splitting the annexations. Council Member Lonnie Tedders moved, and Council Member Gary Ates seconded, to sequence the annexations with 18 properties in July and 18 in August; the motion passed unanimously.
City Manager Richard Newbern noted the Planning Commission would need to recommend zoning for each property and council members asked for details about which properties already receive city services (water/sewer) before final action.
