Architect Ray Gusty presented Bushy Run Investments’ plan to consolidate two parcels for the proposed Fusting Center Phase 2, a four‑story mixed‑use development with first‑floor restaurants/retail, upper‑floor offices and a total of 40 condominium units.
The Planning Commission identified extensive missing or unclear information: the plan must include a location map and Statement of Purpose, show the edge of the SR 22 right‑of‑way and center line, remove mortgage certification language from Sheet 1, and include proper Recorder of Deeds certification language. The commission also cited the requirement (per Section 309(F)) that plans requiring access to a state highway include a note that a PennDOT highway‑occupancy permit is required.
Commissioners emphasized land‑development and infrastructure items that must be addressed before final approval: FTMSA and DEP approval for sanitary sewer taps (noting a DEP Consent Order affects tap allocation), a full stormwater management and NPDES/erosion plan, parking calculations for both Phase I and Phase II (Supervisors previously granted a waiver reducing Phase I from 60+ to 56 spaces), traffic circulation and emergency vehicle access details (including ladder‑truck access questions), building dimensions and floor‑by‑floor uses, and proof of cross‑easements to access the nearby traffic signal.
Because of the volume of missing information the commission recommended preliminary approval of the lot consolidation but tabled the site plan for Phase 2 pending the requested materials. Paul Holleran moved to table and Connie Mattei seconded; both voted in favor.
