Salem supervisors approve Gettysburg Land & Cattle subdivision; require sewer easement and bar solar permits until land-development approval

The Salem Township Board on Aug. 21 approved the subdivision of approximately 160 acres by Gettysburg Land & Cattle Company, Inc. into a proposed commercial lot intended for an event center and a separate single-family lot, but attached multiple conditions to protect neighboring properties and the township's land-development process.
The board's approval requires the plan to include a statement of purpose referencing the proposed event center; show pre- and post-subdivision acreages; and display required setback lines — a 40-foot front setback along Route 22 and 15-foot side and rear setbacks for both lots. The plan must also be revised to identify the company’s correct mailing and registered addresses and to correct multiple certification and signature lines noted by the township solicitor.
A central condition requires creation and recordation of a permanent easement on an adjacent parcel identified as Lot 2 in the Robert W. Schlemmer, Jr. Plan of Lots (Instrument No. 201408150025914) to allow sanitary sewage conveyance to service the new Lot 1. The Certification of Title must reflect that easement and the Schlemmers must execute the plan to confirm the easement.
Meeting minutes additionally require that the plan include a statement addressing a Solar Farm lease of roughly 40 acres along Bowman Road on Lot 2 (Instrument No. 202403250006959). The board directed that no permits may be issued for construction of the solar farm unless and until a land-development application for the solar project is filed with and approved by the township. Solicitor Falatovich clarified the supervisors were approving only the subdivision; a separate land-development approval is required before an event center or solar installation may be constructed or permitted.
The motion passed unanimously. Town staff noted that additional township and DEP approvals are required for sanitary facilities and that final land-development approval — including any Highway Occupancy Permit (HOP) for access from Route 22 — must be obtained before development can proceed.
