Recreation Director Spencer Winson said the arrangement is expected to be revenue-neutral for the city and that the community services board recommended moving forward.
On mobile food units, staff proposed allowing vendors at athletic complexes and charging a permit fee equal to 10% of gross sales plus a refundable deposit (about $150) to secure payment and protect the city against no-shows or damages. "Deposits are more so they break something...or don't pay us," Winson said; staff will bring a draft ordinance back for formal consideration.
Council members asked about field control, open-play time and how contracts would be reviewed annually; staff said field control and facility upkeep would remain with the city and contracts are reviewed through the community services board.
