The Pella City Council discussed next steps for a proposed dog park on U.S. Army Corps of Engineers land near Lake Red Rock and gave direction to proceed with the lease application process, subject to further details.
Staff said the city has obligated up to $87,000 toward phase-one construction and estimated operating costs of about $10,000–$15,000 per year. Staff also described a plan to use registration software to track animals and vaccination records and said registration would help meet liability and insurance-carrier recommendations.
"In order to do that, we think it's important to be able to have an understanding what animals are actually inside the dog park for liability reasons as well," staff said. Staff noted the Corps' lease process can take "somewhere between about a 90–120 day process" and that the Corps "preference is not to have any fees at all"; if fees are charged, Corps rules may constrain separate resident vs. nonresident rates. Staff and dog-park association representatives discussed a typical annual pass range of $20–$50 per animal and the possibility of day or week passes for visitors.
Council members expressed general support for moving forward and asked staff to continue with the Corps application and return with lease details, fee options and required operating agreements. Staff said the Corps may require all fees to be reinvested into park operations and that the Corps has offered to assist with some operational duties, such as mowing and parking-area materials, as part of the lease.
