The consultant will also evaluate complementary amenities for Caldwell and Rotary parks and environmentally sensitive passive and active uses for Big Rock Park. Confluence will produce cost estimates to help the city prioritize park improvements in its capital improvement program; staff said the consultant’s deadline for the work is April of next year.
Council members emphasized prioritization of west‑side connections and shelter/bathroom needs in West Market Park. The council directed staff to proceed so the consultant can begin public engagement.
What happens next: Confluence will conduct public engagement, develop concept plans and cost estimates, and return results to staff and council for project prioritization and budgeting.
