The Pella City Council advanced two ordinances affecting utility rates and administration but declined to waive required additional readings.
Staff told the council that Ordinance 1080 would eliminate the minimum monthly "vacation" or "snowbird" rate for the solid-waste utility because of administrative difficulties administering the program. Similarly, Ordinance 1081 removes the vacation rate for the city’s fiber/internet/phone/cable services and corrects a phone-line housekeeping item; staff said no customers currently subscribe to the cloud-based phone product affected by the housekeeping correction.
Council approved both ordinances on first reading. A subsequent motion to set aside the rules (to waive second and third readings for one ordinance) failed on council roll call, meaning the ordinances will return for the statutorily required additional readings before final adoption.
Why it matters: Eliminating the vacation rate for utilities would remove a short-term discounted option for customers who temporarily suspend service and could simplify administration, but it also removes a cost-savings option for seasonal residents.
What’s next: Staff will schedule the required additional readings and implementation steps if and when the ordinances are finally adopted.
