Authority approves plans and bidding for 38th Place improvements; County Line culvert to be reissued concurrently

The Hobart City Redevelopment Authority voted to advance the 38th Place/Filmore stormwater improvement project into the bidding phase and approved reissuing bid documents for the County Line culvert replacement to be bid at the same time.

Staff presented final specifications and plans for Phases 1 and 2 of the 38th Place project and said advertising would run April 9 and 16, a pre-bid conference would be held April 30, bids opened May 7 and an award considered at the May 12 meeting. An engineer’s estimate for Phases 1 and 2 was presented as roughly $5.3 million including a 15% contingency.

The board approved issuing bids for Phase 1 and 2 and separately approved reissuing the County Line culvert project documents to run concurrently. Staff noted the County Line project will have a shorter bid window and that the road cannot be closed for more than 14 days under the project specs, meaning scheduling and phasing will be critical.

Board members discussed combining nearby projects to attract competitive pricing, potential staging near the mall and coordination with adjacent jurisdictions that previously built infrastructure in the area. The board approved motions to proceed with the bid advertisement and concurrent reissuance of the County Line culvert bid documents.

Next steps: staff to publish the bid notices and hold the pre-bid conference on April 30; the board will consider bid awards at the next scheduled meetings.
