Council holds public hearings and gives first readings to two zoning ordinances affecting the airport district and expanded commercial uses

Senior planner Winston Larson presented Ordinance 2837, saying the proposal reduces minimum side-yard setbacks in the airport zoning district from 20 feet to 10 feet and amends a footnote to permit structures up to 18 feet where the airport district abuts residential zones, aligning accessory building heights with nearby residential allowances. Larson said the amendment implements parts of the city's 2024 comprehensive plan and that the planning commission recommended approval following its April public hearing.
Larson also presented Ordinance 2838, which proposes allowing arts and vocational schools, gyms and fitness centers, health studios, and animal shelters/daycare/boarding in specified commercial and light industrial districts. The ordinance would add definitions and new standards for animal-care uses (inside pens/kennels, setbacks from residences, waste-disposal requirements) to better address compatibility with adjacent residential areas. After public input (none were recorded on the record for 2838), the mayor closed the hearings and the council gave first readings of both ordinances; no final adoption votes were taken at this meeting.
