Parks and Recreation Director Alina Hibbs told the council staff proposed an additional, lower-frequency swim-team option intended to make participation more affordable. On cemetery fees, the staff report described price increases for infant lots, cremation garden lots and certain mausoleum niches due to rising operations and maintenance costs and reduced lot availability; staff said the packet shows the specific line-item changes and strike-throughs for sold-out sections.
Finance and fee staff presented an automatic annual adjustment to the school impact fee based on the Consumer Price Index for the Seattle–Tacoma–Bellevue area. "The fee resolution presented to you tonight represents a 3.1% adjusted school impact fee," a staff member said, noting the April 1 adjustment had been implemented and the paperwork now aligns with permit collection.
After discussion, a council member moved to approve Resolution 1879 and the council voted to adopt the resolution as presented. Council also noted an outstanding school-district concern about whether the city should deviate from the CPI formula when the district's capital facilities plan is finalized; staff said they will evaluate the plan and bring recommendations to council later.
