Staff described rental and logistics considerations: the quoted aluminum panels could require multi‑day deployment and street closures, while plastic alternatives might be cheaper and easier for city staff to handle. One staff member said seeking government contract pricing reduced initial estimates by about half. Council members and staff discussed impacts on downtown parking, deployment timing around a Friday cruise on July 3 and the strain on police staffing during concurrent regional events.
Council amended the original motion (which proposed funding for two parades) to allocate up to $15,000 for the July 4 parade as a trial, with administration and the police department determining appropriate measures in coordination with the Chamber.
