Board approves site surveys, soil borings and funding hearings; adopts SAVE hearing dates

At its December meeting the East Marshall Community School District board approved a set of project-related contracts and administrative items that move the district's consolidation work forward.
Contracts approved: the board authorized a geotechnical soil-boring contract with CMT (approximately $8,515) to sample subsurface conditions at the high school and elementary footprints; it also approved a site-survey contract with LT Leon Associates (approximately $16,800) to map grades, utilities and pavement and to support foundation and grading design. Trustees approved an easement for electrical work at Gilman and routine procurement items including a prom venue contract (Pilgrim Heights), a special-education placement contract (Clayton Ridge) for open-enrolled students, an embroidery machine purchase for CTE/FCCLA, and inter-fund transfers for self-funded insurance costs.
Funding hearings: the board adopted resolutions setting a public hearing on Jan. 21 for proposed issuance of approximately $7.5 million in SAVE (school infrastructure sales and use tax) revenue bonds for renovation and related projects, and a second hearing (also Jan. 21) for an athletic facility infrastructure allocation (not to exceed $1.75 million). Board counsel and staff said the two hearings are required as separate notices because some SAVE dollars will be used for athletic infrastructure and the notices must be explicit in purpose.
Votes: motions were made, seconded and passed by voice or roll-call as recorded in the meeting minutes. Where recorded, funding sources for engineering and survey work were identified as SAVE funds.
What's next: engineering borings are tentatively scheduled for early January pending utility locates; survey and boring results will inform foundation and grading design and influence construction scope and sequencing.
