Exeter Council Adopts SB 1 Project List, Enacts Routine Consent Items in Unanimous Vote

The Exeter City Council on May 12 adopted Resolution No. 2026-15, approving the city’s Fiscal Year 2026/27 list of projects to be funded by SB 1: The Road Repair and Accountability Act. Public Works Director Zachary Boudreaux presented the proposed SB 1 project list; Mayor Jacob Johnson opened and closed the public hearing at 7:20 p.m. after receiving no public comments. The Council approved the resolution by a 5-0 vote.
At the same meeting the Council enacted the Consent Calendar (items 1–9) in a single motion and vote, 5-0. Consent items included approval of the April 28 regular meeting minutes; payment of bills for April 24 and May 1; payroll for April 6–19; authorization to purchase a new dewatering screw press and installation at the Wastewater Treatment Plant; ratification of an emergency repair to the City’s Vactor truck in the amount of $15,490.93 plus a 10% contingency for a total not-to-exceed $17,040.00 (with use of Wastewater CIP funds); issuance of permits to four applicants for the sale of safe and sane fireworks contingent on compliance with local, county, and state rules; adoption of Resolution No. 2026-16 ordering the November 3, 2026, General Municipal Election and requesting consolidation with the statewide election and Registrar services; authorization for the City Administrator to sign an engagement letter with Rogers, Anderson, Malody & Scott LLP for audit services; and authorization to release an RFP for wastewater and drinking water system chief operator services.
All roll-call votes recorded in the meeting minutes show the five council members voting "aye." The meeting record does not include line-item budgets for the SB 1 projects; staff materials were noted as available on the City’s website. With the Council’s adoption of the SB 1 list, staff may proceed with project implementation and coordination with Tulare County and state agencies as applicable.
