Exeter City Council approves consent calendar, selects four engineering firms and backs grant application for Kaweah Gateway project

The Exeter City Council on June 9 approved routine and project items including the consent calendar, the selection of four on‑call engineering firms, and two resolutions related to assessments and a transportation grant application. The meeting opened in closed session at 6:00 p.m. and the regular session began at 7:16 p.m., with Mayor Jacob Johnson noting there was no reportable action taken in closed session.
The consent calendar included approval of minutes, payroll and payments, adoption of Resolution No. 2026‑19 authorizing purchase of a 2026 Ford Explorer Police Interceptor Utility vehicle, a laboratory and toxicology services agreement with Valley Scientific, a facilities‑use agreement for Exeter Lions Stadium with Exeter Unified School District, approval of four additional patriotic themed fire hydrant paintings, and other routine items. Michael Washam of the Tulare County Economic Development Corporation requested the council consider pulling agenda item I.8 (Mayor Pro Tem Wilson’s request for reconsideration of the city’s participation in TCEDC) because he would be unavailable for the next meeting; the council took no action and the item remained on the consent calendar. The consent calendar was approved by roll call vote, 4–0 (Council Member Bobby Lentz absent).
On individual business items, City Engineer Javier Andrade presented Engineer’s Reports and the council adopted Resolution No. 2026‑21 declaring the City’s intent to levy and collect assessments for multiple Landscape and Lighting Maintenance Assessment Districts and set a public hearing for July 28, 2026. The council then approved the selection of the top four rated firms to provide on‑call special project engineering services (Provost & Pritchard Consulting Group; 4Creeks, Inc.; QK, Inc.; and A&M Consulting Engineers) and authorized the City Administrator to execute agreements and the Director of Public Works to approve related task orders.
The council adopted Resolution No. 2026‑20 authorizing submittal of an Active Transportation Program Cycle 8 grant application for the Kaweah Gateway: Exeter’s Connected Safety Corridor Project. No public comments were presented on the individual business items. All votes on the recorded items passed 4–0 with Council Member Bobby Lentz absent.
