The Kemps representative said Cooper invoiced the village $3,050 to repair a Beach Street water leak and later told council staff the sinkhole was the result of a continuous leak tied to Kemps’ November 2024 work. The Kemps representative disputed that assertion, saying their work was dry when covered and that Cooper’s invoice was “a slap in the face.” The council accepted the refund "if the check is adequate," according to the meeting minutes.
Councilors responded to the comment. Council member T. Nusz said the village has relied on a number of local contractors to address deteriorating infrastructure and expressed regret that Kemps would no longer work for the village. R. Huizar apologized for how Kemps felt the issue was handled.
The matter was presented as public comment and no formal disciplinary or investigative motion was recorded in the minutes; the check and the associate’s statements were recorded in the meeting record. The minutes show the council accepted the refund and that the village will continue to manage the Beach Street repair issue with the contractors involved.
