Berlin-Boylston School Committee moves into executive session on threatened litigation, then adjourns

The Berlin-Boylston Regional School Committee met Thursday, April 30, 2026, at Tahanto Regional Middle/High School, called the meeting to order at 6:02 p.m., voted to enter executive session to discuss threatened litigation and adjourned the public meeting at 6:47 p.m.
Chair Michael Totman called the meeting to order. A motion to enter executive session “in accordance with Mass. G.L. c. 30A, Section 21(a)(3) [to] discuss strategy with respect to litigation if an open meeting may have a detrimental effect on the litigating position of the public body” was made by Committee member Lisa Mair and seconded by Jessica Deglialberti. The committee took a roll-call vote in which Elisabeth Mancini, Meagan Grill, Jackelyn Hoffses, Jessica Deglialberti, Lisa Mair and Michael Totman were recorded as voting aye, 6-0; the motion passed.
The meeting materials and opening remarks noted that the session may be recorded and streamed and warned that technical issues could affect live streaming. The agenda language also informed attendees that items might be discussed out of order at the chair’s discretion.
After the executive-session motion carried, the committee recorded a motion to adjourn the public meeting. Mrs. Mair moved to adjourn at 6:47 p.m.; Mrs. Hoffses seconded. A roll-call recorded the same six ayes and the public meeting was adjourned.
Attendance listed the six School Committee members present — Chair Michael Totman, Vice Chair Elisabeth Mancini, Jessica Deglialberti, Meagan Grill, Lisa Mair and Jackelyn Hoffses — as well as Interim Superintendent Albert G. Ganem Jr., Executive Assistant Jennifer Fortune, Director of Finance and Operations Aaron Osborne, and outside counsel and representatives from KM Education Law, Sweeney Law, Hassett|Donnelly and MIAA. The public portion of the meeting included no recorded substantive discussion on policy, budgets, or other agenda items before the committee voted to enter executive session.
The committee cited Mass. G.L. c. 30A, §21(a)(3) as the legal basis for meeting in executive session to discuss threatened litigation. The record does not indicate whether the committee later reconvened in public or when discussion of the litigation will resume publicly.
