Pellston council approves Boy Scouts fund transfer, accepts tree work bids and notes MDOT sidewalk compliance deadline

Pellston Village Council on March 10 approved several administrative and public‑works actions and discussed an MDOT deadline tied to Act 51 sidewalk requirements.
The council voted unanimously to transfer funds belonging to Boy Scouts Troop #2 — approximately $9,000 in savings and $2,100 in checking — into a separate Village account; the council said the future use of those funds will be determined later. The motion was made by Councilmember Kayla Schlappi and seconded by Pro Tem President Steve Hall; the vote was recorded Yay 4, Nay 0.
Council members also accepted bids from Pointes North Tree Service: $4,100 to remove five trees and stumps and $1,225 to trim trees along US‑31. The motion to accept those bids was made by Schlappi, seconded by Jackie Pierce, and carried Yay 4, Nay 0.
Finance motions included approval of bills totaling $35,230.13 on a motion by Steve Hall, seconded by Schlappi (Yay 4, Nay 0).
President Jim Gillett reviewed a notice from the Michigan Department of Transportation stating the Village is not in compliance with Act 51 sidewalk requirements and that approved plans and expenditures must be in place by April 20 or future funds could be withheld. The council did not record a vote on a specific sidewalk plan at the meeting; DPW Supervisor Art Massey said he will attend an MDOT US‑31 pre‑construction Zoom meeting on March 13 related to paving from Oden to Douglas Lake Road.
Gillett also said he and Clerk Rebecca O’Neil applied for a $15,000 Petoskey Harbor Springs Community Foundation grant to help cover Trailhead project construction expenses.
Separately, Gillett noted a resident complaint about a vehicle tire damaged by a pothole on Mill Street near the Towline apartments, saying the Village’s insurance representative would respond and that DPW filled the hole immediately. Fire Chief Randy Bricker reported 66 EMS runs and 11 fire runs to date. The meeting adjourned at 7:44 p.m.
