Perry council accepts 2023–24 audit, updates investment policy and raises planning board pay

The Perry City Council on Dec. 19 accepted the 2023–2024 audit, adopted amendments to the city’s investment policy and approved a pay increase for Planning Commission and Zoning Board of Appeals members.
Council accepted the audit presented by Daniel Morris, CPA of Clark Shaefer Hackett, on a motion by Councilmember Mike Connell, seconded by Councilmember Kamal Ghazi; the motion carried unanimously. The audit covers the 2023–2024 fiscal period and was presented during the council’s regular meeting at the Perry Community Building.
The council also voted to amend the City of Perry Investment Policy, which the document says is adopted under Michigan Public Act 20 of 1943. The updated policy clarifies purpose, scope, objectives (safety, diversification, liquidity, and return), delegation of authority (designating the treasurer as investment officer), authorized instruments, safekeeping, prudence, reporting requirements and an effective date. The policy states it becomes effective Dec. 20, 2024. Councilmember Mike Connell moved to approve the amendments; Bob Porter seconded the motion, and it carried unanimously.
Councilmembers approved several mayoral reappointments and one appointment. Mayor Susan J. Hammond reappointed Bob Ottke and Mike Reader to the Planning Commission (terms expiring January 2028), reappointed Chris McDevitt to the Board of Review and James Shaw to the Shiawassee Council on Aging (terms expiring January 2028). The council also approved Mayor Hammond’s appointment of Councilmember Mindy Galbavi to the Planning Commission for a term expiring January 2026.
On compensation, the council voted to raise pay for members of the Planning Commission and the Zoning Board of Appeals from $15 to $30 per meeting, effective Jan. 1, 2025. The motion, moved by Connell and seconded by Kristin Babel, passed by roll call: Babel, yes; Ghazi, yes; Connell, yes; Porter, yes; Galbavi, abstained.
Council approved the presented bills and authorized payment, and set the MiCLASS (Michigan CLASS) investment-pool resolution for further research; staff was asked to email information and invite a Michigan CLASS representative to the next meeting.
Mayor’s correspondence and communications included a report from Mayor Hammond that a $600 postage check previously given to the city was mailed back to the sender on Dec. 17 after the recipient requested its return. The council adjourned at 8:00 p.m.
