Sanford council approves $571,000 Spicer proposal, backs Saginaw Road bridge grant bid

At its March 10 meeting, the Village of Sanford council unanimously approved a Spicer proposal to work with the Midland County Drain Commission on MEDC-CDBD-DR grant-funded work, a contract listed at $571,000. The council also accepted a separate $41,000 Spicer planning proposal and backed a resolution supporting Great Lakes Engineering ppling for Saginaw Road bridge replacement grant funding.
The approvals came during the presidents report and subsequent motions. Don Whaley moved to accept the $571,000 Spicer proposal; Leah Ziems seconded and members Carl Hamann, Marcus Thrush, Don Whaley, Leah Ziems and President Dolores Porte voted yes. Marcus Thrush moved to accept the $41,000 Spicer planning proposal; Don Whaley seconded and the motion carried with the same unanimous vote.
Council members also approved the Gerace proposal for a Saginaw Road bridge joint expansion for $62,000, with Marcus Thrush moving and Don Whaley seconding; the motion passed unanimously. Following an adjournment and reconvening, the council voted to support a resolution authorizing support for Great Lakes Engineering to apply for grant funding for a Saginaw Road bridge replacement; Marcus Thrush moved and Carl Hamann seconded.
President Dolores Porte said Spicer will add more detail to the pump-track survey to clarify documentation, with an expected completion date of March 17, 2025. Porte also reported a 2024 Rollin M. Gerstacker Foundation grant of $75,000 toward a building project north of the Sanford Historical Society and ongoing grant applications to the Herbert H. and Grace A. Dow Foundation and the Charles J. Strosacker Foundation for additional funding.
The council did not record any nay votes on the listed motions. The council adjourned at 8:05 p.m.
