Perry council authorizes mail-in Board of Review petitions, approves MacQueen lot sale and sets $10 chicken permit fee

The Perry City Council approved several administrative and property actions on Jan. 16, 2025, including a resolution to let property owners petition the Board of Review by mail or email, the sale of a vacant lot near the MacQueen House, and a new $10 annual chicken compliance permit fee.
The council voted to require the Assessor’s office to accept petitions by mail or email beginning with the March 2025 Board of Review and to allow petitions regardless of the property owner’s residency; the resolution also states that no personal appearance will be required and that petitions must be received by the date designated and published by the Assessor. Mayor Pro-Tem Larry Lambert moved the resolution; Councilmember Mike Connell seconded, and the measure passed unanimously.
On property matters, Mayor Hammond relayed legal advice that the lot beside the MacQueen House must be sold at fair market value and be open to the public. The council approved selling the lot for $3,500, opened the sale to public bids for 30 days, and set a submission deadline of Feb. 28, 2025. The motion was moved by Connell, seconded by Lambert and passed unanimously.
The council also approved an annual chicken compliance permit fee of $10, moved by Lambert and seconded by Kamal Ghazi. Routine procedural items were handled earlier in the meeting: the agenda, the Dec. 19, 2024 minutes and the presented bills were adopted or approved by unanimous votes.
