Perry mayor reappoints mayor pro-tem, council seat and city department heads

Mayor Susan J. Hammond reappointed Larry Lambert as mayor pro-tem and filled a vacant council seat by reappointing Mindy Galbavi with a term expiring Dec. 1, 2026, during the Perry City Council meeting on Dec. 5, 2024. The council approved both appointments unanimously.
The council also approved the mayor’s reappointments for city department heads: Shirley Smith as city clerk; Meggen Galbreath as treasurer; Ilene Stead as assessor; Kyle Bawks as chief of police; Kevin Tyler as superintendent of public works; Justin English as city attorney; and Rob Kehoe as building inspector. Council likewise approved reappointments of inspectors: John Pomaville (plumbing), John Keetch (electrical) and Joseph Hardin (mechanical). All reappointment motions carried "all yes."
Councilmember Kamal Ghazi moved approval of the slate of department heads and inspectors; the motion was seconded and carried unanimous support. The mayor also announced board reappointments, including Maria Cuthbert to the Library Board and Meggen Galbreath to the International Trade Corridor board.
Why it matters: These reappointments set municipal leadership for routine operations — from finance and permitting to police and public works — through the terms announced and keep department oversight in place ahead of the next scheduled audit presentation.
