Board raises concerns after RFQs and architect bids proceed while Ed Specs are drafted

Board members at the East Windsor School District meeting on Monday pressed district staff and consultants for clearer timelines and decision rules after learning that an RFQ for architects and an RFP for engineering had been issued while educational specifications were still being finalized.
Board members said they were surprised the RFQ/bid paperwork went out in October and that bids were due in early December, and several members said the facilities subcommittee had not reviewed those documents before they were circulated. One member said she had the impression the district’s educational specifications (Ed Specs) would be completed first and that architects would then design around the district’s educational needs.
Consultants from CSG, represented by Jim Juliano, and community engagement specialist Ira Yelman explained that some procurement steps often run in parallel with drafting Ed Specs so a vendor can be in place when specifications are finalized. Juliano told the board the CSG team can begin certain contractual work prior to finalizing Ed Specs, and multiple draft cycles would allow school leadership to provide feedback.
Heather (board member) read a timeline excerpt from the proposal showing district conceptual planning and estimating is scheduled Jan. 2–April 30, 2025, and that Broadbrook Elementary and the combined middle/high school work are anticipated to run concurrently. Several members asked that CSG present a clear process map and timeline and requested that the board compile questions in advance of a January meeting so the discussion is focused.
Why it matters: Board members expressed concern that issuing RFQs or advancing design work before the board’s review of programmatic Ed Specs could lead to architects producing plans that do not reflect the district’s educational priorities. Members asked that any building-commission or town-level committee include BOE representation and that facility subcommittee input be incorporated before awarding design contracts.
Next steps: The board requested CSG to present the procurement and sequencing process at the Jan. 8 meeting and to circulate initial Ed Specs drafts and a timeline. No binding procurement decisions were taken at Monday’s meeting.
