Selectboard assigns Town Meeting presenters, schedules petition hearings and flags new 10‑minute rule

The Brookline Selectboard on Feb. 2 finalized presenter assignments for many Town Meeting warrant articles and set petition warrant hearings for Feb. 17.
Board members reviewed and accepted the Selectboard's report for the Town Report and distributed responsibility for presenting warrant items (items 6–27). The board also discussed several petition warrant articles (including a ballot question, budget cap, local tax cap, partisan elections, voting districts, and an education freedom account) and set a schedule to hold hearings on petition articles on Feb. 17.
Moderator Peter Webb told the board it cannot change the wording of petition articles, saying, “we can’t make changes to petition articles’ wording.” Members noted a new law signed by Diane Pauer that requires a minimum of ten minutes for primary petitioners to present warrant articles; board members expressed concerns about timing, the ability to pass over articles, and potential legal challenges and recommended seeking guidance from Town Counsel and the New Hampshire Municipal Association.
Board members agreed to add petition hearings to the town calendar and to provide templates for warrant article presentations to presenters ahead of the hearings. The Selectboard will reconvene on Feb. 17 to hear petitioners and advance Town Meeting preparations.
