Selectboard moves to fund Pierce Pond dam work, approves SLR contract for bid specs

The board heard that prior work by engineering firm SLR was funded through ARPA, and that no additional grant funding is available for the next phases. Town officials said the town must fund future work and plan to bond up to $500,000 and put the project out to competitive bid.
Eddie Arnold told the board there were concerns about SLR's communication on the project but noted the firm's familiarity with prior work and its ability to prepare bid specifications. The Selectboard approved contracting with SLR to create and review bid specifications for the Pierce Pond Dam project with a do‑not‑exceed amount of $1,500; the motion passed 5–0.
Arnold said he would contact SLR immediately to determine costs and timing so the town could obtain bid figures before Town Meeting and, if possible, complete the work this year. The board discussed the need to go out to bid for a contractor once specifications are complete.
The move commits the town to proceed with procurement planning and to seek bonding for construction work, but it does not authorize construction contracts. Board members emphasized the need to balance cost, timing and technical capacity while the permitting questions with DES are resolved.
Next steps include securing the bid documents from SLR, issuing a public bid, and returning to the Selectboard with bid results and any recommended contract award. The item is scheduled for follow-up at the Feb. 17 meeting.
