The Orleans Planning and Zoning Commission on March 18, 2026 determined that Bob and Kimberly Kirschbaum's conditional‑use application did not contain sufficient detail and tabled action until revised plans are submitted.
Commissioners requested a more detailed site and building plan that clearly identifies heating and cooling systems, stairways, hallways, water heaters, bathrooms, kitchenettes, interior and exterior entrances, access to storage areas, apartment windows, parking, and distinct areas that indicate multi‑residential housing. The Commission directed the applicants to submit updated plans promptly so the City can republish notice for the rescheduled Board of Adjustment meeting.
The minutes state the Board of Adjustment hearing was rescheduled for April 22, 2026, at 5:00 p.m., and the Planning and Zoning Commission will review the application on April 15, 2026, at 5:30 p.m. Chair Tungland moved to table any action on the Kirschbaum application until those updated plans are received; Rosenberg seconded and the motion passed unanimously.
Commissioners also directed the City Clerk to add a future agenda item to review conditional use in the General Commercial District (C). The meeting record shows Darren Bumgarner of NWIPDC briefed commissioners on procedures to update the City of Orleans Comprehensive Land Use Plan and scheduled an initial meeting for April 15, 2026.
