Orleans council approves payment to Kuhlman Lake Service, sets public hearings for rezoning and FY2027 budget

The Orleans City Council met in special session on March 23, 2026, and approved the meeting agenda before taking several routine actions, including authorizing payment to a vendor and scheduling public hearings on a rezoning and the FY2027 budget estimate. Mayor Bill Maas presided.
Council member Madagan moved and Council member Evans seconded approval of the agenda; the motion passed unanimously. The council then approved a claim to Kuhlman Lake Service for $7,447.72 on a motion by Madagan, seconded by Kilpatrick; the motion carried on a unanimous voice vote.
Radcliffe moved and Kilpatrick seconded adoption of Resolution No. 2026-10, which sets a public hearing on a proposed rezoning; the roll call recorded AYES from Radcliffe, Kilpatrick, Evans and Madagan (4-0). Later, Evans moved and Madagan seconded Resolution No. 2026-11 to set a public hearing on the FY2027 budget estimate; that resolution also passed with a 4-0 roll-call vote.
During a detailed review of the proposed FY2027 budget estimate, council members said there were very few changes overall but expressed concern about a “large increase” in the fire department budget for first responders. The minutes note that council members expected an update from the city’s representative but that no numeric justification for the increase appears in the record.
The meeting concluded after a motion by Radcliffe, seconded by Madagan, to adjourn at 5:35 p.m.; the motion passed unanimously. The minutes are attested by Mayor Bill Maas and City Clerk P. Kay Cmelik.
