Orleans council approves land-use planning contract, $6,740 change order and park testing services

The Orleans City Council on March 9 approved three resolutions that will move forward planning, a street project and park improvements.
The council adopted Resolution No. 2026-06 to contract with the Northwest Iowa Planning and Development Commission for assistance on the Orleans Comprehensive Land Use Plan Update. Rick moved the resolution and Kilpatrick seconded; the vote was recorded as 4-0 in favor.
In related infrastructure action, the council approved Resolution No. 2026-07, authorizing Change Order No. 7 to increase the contract with Beck Excavating, Inc. by $6,740 for the 140th Street and Utility Improvements Phase 1. Radcliffe moved the change order and Evans seconded; the motion carried 4-0.
The council also approved Resolution No. 2026-08 to retain Central Testing Services, Inc. for testing services tied to the Parks Improvement Project at Beach Avenue and Sunset Street Park. The contract fee was stated as a proposed cost of $3,700 to $3,900 based on the provider's fee schedule. Rick moved the testing-services resolution; Radcliffe seconded, and the measure passed 4-0.
The consent agenda and routine items were approved at the start of the meeting, including the February minutes, the clerk's report, budget vs. actual, March claims, building permits and the February police report.
All resolutions listed above were adopted by unanimous recorded voice vote of the council members present: Rick, Kilpatrick, Radcliffe and Evans. No separate roll-call vote listing individual "yes"/"no" on each member beyond the recorded "AYES:" line was included in the minutes.
