Cabell County canvass meets to certify special school bond election, rules on disputed ballots

The board also addressed ballots the canvass identified as cast by people not registered to vote in Cabell County (Terry Blevins; Paul Blevins; Stephen Snider; Jeffrey Blair, who the record indicates was registered in Wayne County). Commissioner Jim Morgan moved to exclude those votes and Commissioner Kelli Sobonya seconded.
Finally, the board considered four ballots cast in the wrong precinct (Patricia Smith; Jeremy Adams; Maggie Adams; Zelideth Rivas). President Nancy Cartmill moved that those votes could not be counted and Commissioner Kelli Sobonya seconded.
