The commission also reviewed bids for two larger road projects: a 2.5‑mile segment of Skutumpah Road and full reclamation and paving for Johnson Canyon Road. Harris said the work is supported by a $1.7 million grant from the Utah Department of Transportation, county transient room tax (TRT) funds and prior‑year surplus. The low bidder was Hales Sand and Gravel at $4,151,363.40; the board authorized a combined not‑to‑exceed amount of $5,015,991.40 for the two projects. Commissioner Meyeres moved to award the work to Hales Sand and Gravel and the motion passed with all commissioners present voting in favor.
The projects are framed as infrastructure maintenance and resilience efforts: the culvert work upsizes crossings to handle flood flows, and the reclamation/paving is intended to provide a longer‑term pavement section for the county routes.
The awards were approved by unanimous roll call votes. The county did not specify contract start dates in the meeting minutes; further scheduling and contract documents were not discussed during the public session.
