Richardson County approves EMPG certification and buys 100 NOAA weather radios for $3,499

Brian Kirkendall, Richardson County Emergency Management Agency (EMA) director, presented a Subrecipient Certification of Compliance with Foreign National Vetting Requirements required for Emergency Management Performance Grant (EMPG) funding and asked the board to approve submitting the certification to the Nebraska Emergency Management Agency.
Commissioner Campbell moved to approve the EMPG certification for FY2025–2026; Commissioner Karas seconded and the motion passed by roll call (Karas—aye; Campbell—aye; Caverzagie—aye).
During the EMA item, Kirkendall also presented a purchase order for 100 Public Alert NOAA weather radios from Midland Radio Corporation for $3,499.00. The Board approved the purchase order to expand the county’s public alerting capability.
The certification enables the county to remain eligible for EMPG funding subject to state requirements. The purchase order for NOAA radios was recorded in the meeting minutes and will be processed through the county purchasing and payment systems; the procurement vendor was listed as Midland Radio Corporation in the meeting packet.
The County Clerk maintains the EMPG certification and purchase order documentation for public inspection.
