Richardson County signs Region V Systems match certification; will pay $15,713 plus $2,446 in additional programming funds

Patrick Kreifels, regional administrator for Region V Systems, and Matt Kasik, director of APACE, told the Richardson County Board of Commissioners on June 17 that the organizations provided behavioral‑health services to county residents and that state law requires a county match. The presenters said Richardson County’s required county match for FY2026–2027 is $15,713 and that the organizations requested an additional $2,446 to meet programming requirements.

Chairman John Caverzagie signed the Region 5 Systems County Match Certification during the meeting. The presenters cited Nebraska Revised Statute 71‑808 as the authority for county contributions to Region V Systems’ services for the coming fiscal year.

County officials did not record a separate roll‑call motion in the minutes beyond the certification’s signature; county records show the certification was completed and filed. The funding commitment will be reflected in the county’s FY2026–2027 budget and is available for review at the County Clerk’s office.

Region V Systems provides regional behavioral‑health coordination under state statute; APACE (formerly Region V Services) presented the annual service statistics and the funding request to the board. The board’s action completes the formal county match certification process required by state law and allows Region V/APACE to program funds for Richardson County residents in the next fiscal year.
